The former is searched at link time. The latter at run time. I had tried this way, But still, it didn't work for my case. so I just soft linked the libpython3.6m.so to one of the default LD_LIBRARY_PATH. A GLX version issue is something I expect on when the system is strangely configured and doesn't support OpenGL (e.g., some old VM or really old hardware), or it might be a graphics card drive issue.
