The Mint used this design first to strike that year’s proof coins. The design features extra hair above the president’s ear. On circulation 1964 Kennedy half dollars, the hair is softer and sparser. I’ll have to check the other ones I got, 6 of them were 1979 P mints. I believe they were issued as a proof only coin.
