Once they are placed inside a pen they usually wake up after 10-15 seconds but sometimes, they do not wake up at all. Dino will wake up when topor reaches 0 so above that.. :), early you usually want to keep it near maximum, so you dont have to come back as often ( though it all depends on dino and its topor level ), for last 1-10% it can drop as low as you feel safe with, it will tame the same if its 50 topor left or 500.

You can simply reset the taming to max by letting it wake up and retranquing it. I found a 120 sarco the other day but while it was taming it got hit by a raptor so I took anything it had in inventory out then fed it stims to make it wake faster and meat to heal it.
